New Skilled Regional visas coming in November 2019

The Australian Government has announced the introduction of three new visas. Two of these will come into effect this November.

New provisional visas to be introduced in November 2019:

  • Subclass 491 – Skilled Work Regional (Provisional) visa
  • Subclass 494 – Skilled Employer Sponsored Regional visa

New permanent visa pathway to be introduced in November 2022:

  • Subclass 191 – Permanent Residence (Skilled Regional) visa

Subclass 491 – Skilled Work Regional (Provisional) visa (November 2019)

The new Subclass 491 visa will replace the current Skilled Regional (Provisional) Subclass 489 visa.

The visa will be valid for five years. In order to be eligible for the permanent visa, the visa holder will be required to live and work in regional Australia for three years as the holder of the Subclass 491 visa.

Applicants must be nominated by a State or Territory, or by an eligible family member living in Regional Australia.

Priority processing will be available for this subclass, although more details have not been provided about this yet.

The points test will still apply. More details to come on required point levels.

Subclass 494 – Skilled Employer Sponsored visa (November 2019)

This visa subclass will be replacing the current Subclass 187 Regional Sponsored Migration Scheme visa. The Subclass 494 Skilled Employer Sponsored visa has 9,000 places allocated per year.

The visa will be valid for five years. In order to be eligible for the permanent visa, the visa holder will be required to live and work in regional Australia for three years as the holder of the Subclass 491 visa.

To be eligible for this visa, applicants must still be nominated by an employer in regional Australia and meet age, English language, skills assessment, work experience, character and health requirements.

Priority processing will be available for this subclass, although more details have not been provided about this yet.

Subclass 191 – Permanent Residence (Skilled Regional) visa (November 2022)

This visa will not be introduced until November 2022. This is because applicants will need to hold one of the new skilled provisional visas 494 or 491, and demonstrate that they have lived and worked in regional Australia for at least three years, in order to be able to apply for this visa.

What is considered ‘regional’ Australia?

The definition of Regional Australia will include all areas of Australia except the metropolitan areas of;

  • Sydney
  • Melbourne
  • Brisbane
  • Gold Coast
  • Perth

What now?

From the current regional subclasses that are available, applicants are in the best position to apply for these visas if they:

  • Study with an institution in regional Australia, or
  • Hold a full time position in regional Australia
